Since 2025, SAIP has advised on and promoted legislation at the state level which would increase transparency into how the largest AI developers guard against severe risks presented by advanced AI. We’ve supported prescient lawmakers in their efforts to develop, explain, negotiate, and advance such bills in nine states so far: Utah, Nebraska, Tennessee, Michigan, Colorado, New York, Massachusetts, Illinois, and California. We are nonpartisan, and so far, our bills are sponsored by five Democrats and four Republicans.
Though no two bills are exactly the same, all our efforts promote a similar and balanced approach focused on transparency. The laws we support address the biggest risks from the biggest AI companies (Meta, OpenAI, Character.AI, etc.) and do not affect startups or small businesses. The requirements the bills we support place on large developers are also broadly consistent with practices that many of these companies have already agreed to voluntarily. A core belief behind our work is that making these practices mandatory avoids a race to the bottom on safety in a competitive and high-stakes industry.
